Are Judges above the law?

Are judges above the law? Sometimes back, the Deputy CJ was arrested in the same manner, and taken to Court. She was defended by a “battery” of lawyers. She declined to take a plea.
The DPP took the case to the JSC. The JSC is still sitting on the case almost 2 years later. And the DCJ is still in office.
Earlier this week, the CJ stopped the Accounting Officer in the Judiciary from attending a Parliamentary Committee meeting where she had been summoned to answer queries on Judicial expenditure. The Speaker of the National Assembly threatened to cut the Judiciary Budget if the Registrar did not answer questions on the Judiciary’s financial mismanagement raised by the Auditor-General.
Some years back, the Ringera Commission recommended the sacking of 82 Judges and Magistrates for corruption. They all went home.
Corruption is rampant in the Judiciary. Even the former CJ acknowledged that. But the Judiciary is out to protect it’s own, after High Court orders stopped the arrest the two Judges. The DCJ case too, seems to have been swept under the carpet.
This behaviour by the Judiciary justifies the appointment of the Ombudsman for the Judiciary by the executive. Otherwise, the Judiciary will spin off, and out of control.
Why can’t they leave the DCI to investigate and tell the public the truth. If they are innocent the truth will surely vindicate them.If there is financial mismanagement in the Judiciary that is the work auditor general and parliament to oversight like for every body else.Something somewhere does not add up.
